The Celestial Reforms are good, and some of the edicts are, too. The buffs for high mandate are okay, but not massive. Similarly for high meritocracy. If you pass the reforms and take the one edict, you end up with -20% CCR, -10% dev cost, +1 admin monarch skill, 5% trade efficiency and -0.05 autonomy.
